HAITI—The High Court of Accounts put out the second part of their “Petro Caribe” funds report on Friday, May 31, 2019, four months after putting out the first part on January 31, 2019.
The demand for the report began in August of 2018, when the people took to the streets, and all social media, to ask the Haitian government “Where is the Petro Caribe money?”
The government responded to the challenge and said they would never reveal what they did with these resources, but evidently they changed their minds.
It did not take much time after the release of the report to see that the #PetroCaribe report itself is another weapon being used against the people of Haiti.
First of all, they gave us a report that is written in French, which means that they do not really want the people to receive the information, as most of the population does not read, speak or understand French.
Secondly, the report has 612 pages. A complete joke! They wrote 612 pages to tell us one thing: “we blew the money,” which we already knew.
Now we have to take the time to read and study a document that describes one of the many ways the government exploits us, while they continue doing the same thing.
There are many people who are already discouraged and according to them, this report is confirmation that there is neither chance nor hope for Haiti anymore.
The government set out to crush our faith, because they know that if we lose our faith, we will abandon the struggle.
Our life is a game for them
One of the most talked about parts of the report is the section titled “Expenses that are non-essential to the functioning of the ‘EDE PEP’ (Help People) program.” The title alone lets you know that what you are about to read will make no sense.
What is a “non-essential” expense and why would any committee that is leading a project make any expenses that they already consider to be “non-essential?” The worst part is that this section lists 62 “non-essential” expenses. They totaled to 31 432 726,86 HTG (Haitian gourdes) which is equivalent to $341,822.50 USD (U.S. dollars).
The most disgusting thing about the report—worse than the personal expenses listed—is learning the amount of infrastructural, agricultural, energy, health and economic projects that have never been realized for the country and these are the exact projects needed by the people!
We have to remember that “Petro Caribe” is a program offered by Venezuela to different countries in the Caribbean that are lacking development, including Haiti.
Venezuela agrees to sell petroleum to Haiti at only 60% of the total cost. The deal was for the Haitian government to use the remaining 40% for different programs that will build the country.
After 25 years, the Haitian government is supposed to pay the remaining balance to Venezuela with an interest rate of 1%.
The contract was signed in 2006 between former Haitian Presidene René Préval and former Venezuelan Vice-President, José Vicente Rangel.
The Haitian government wasted—whether lost or stolen—a total of $1.7 billion USD by 2016 and another $100 million USH by 2018, which totals to $1.8 billion USD which could have helped the people.
We will continue to fight for our freedom!
The people of Haiti took to the streets with signs that said “Long Live the Revolution!”
We already knew that we are lacking schools, hospitals, houses, electricity and many other things that will move the country forward before the “Petro Caribe” report told us so.
The Haitian government had the choice to keep the report from us, but sometimes those in power—those who are oppressing us—will tell us exactly what they are doing to put us in these horrible conditions.
It is a way to remind us that they have control over us and we have no control over what they are doing. Se that power over our lives and our future means nothing to them. It is just another way to demoralize us.
The people of Haiti proved that we will never be demoralized and now we have to keep this same strength.
We will study the report, because the information is necessary to know. We will also remember that the real objective is for us to make everyone who played a role in this ordeal to pay for their actions.
Furthermore, our struggle is for the people to have the power to decide what kind of punishment is sufficient. If not, there will always be another who will do the same or worse.
Our struggle is for the people of Haiti to be liberated from these neocolonialist sellout puppets who function as the country’s government officials.
Our struggle is to build a revolutionary organization that will lead us to the quality of life we deserve. A life of self-determination and control over our future.
